Madagascar faces numerous challenges related to the conservation and development of its biodiversity, resulting in increased poverty, especially in rural areas where populations are largely dependent on natural resources for their livelihoods.
To address these challenges, Madagascar has implemented various programs, policies, plans, and strategies, and ratified numerous international agreements, including the Rio Conventions.
As part of its commitment to fulfilling its international environmental commitments, particularly the Rio Conventions, the country undertook a National Capacity Self-Assessment (NCSA), which resulted in the project "Strengthening National Capacities to Meet Global Environmental Obligations in the Framework of Sustainable Development Priorities."
The third component of this project involves the development of an Environmental Management Information System to provide access to the data and information needed to generate new knowledge that will inform environmentally friendly development actions. To achieve this, the UNDP decided to recruit a firm for the development of an Information System for Environmental Management.
